    Description

The 2010 HNS Convention, 2013 Edition contains the updated text of the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea. The Convention was developed through the International Maritime Organization (IMO) to ensure an international system of liability and compensation for accidents involving hazardous and noxious substances transported by sea.

The transportation of chemicals, gases and other potentially hazardous substances poses risks to people, the environment and economic interests. The HNS Convention is designed to ensure that individuals, businesses and governments affected by such incidents have access to an effective and predictable compensation system.

The convention lays down rules for shipowners’ liability in the event of discharges, explosions, fires and other incidents involving hazardous and noxious substances. The regulations also include the establishment of an international compensation system that can provide financial coverage over and above the shipping company’s own liability if the damage exceeds set limits.

The HNS Convention is particularly relevant for shipping companies, insurance companies, P&I clubs, authorities, ports and legal advisors working with maritime risk and liability issues. The publication is also used as a reference work in the development of national regulations and when handling international compensation cases.

The 2010 Protocol updated and further developed the original HNS Convention to make the regulations more practical and easier to implement for Member States. The 2013 edition brings these provisions together in one authoritative IMO publication.

The publication serves both as a legal reference work and as an important tool for companies that want to understand the international liability and compensation system for the transportation of hazardous and noxious substances by sea.
