Description
Operational Guidelines on Oil Pollution Preparedness, Response and Co-operation, 2016 Edition is the official IMO publication that provides practical guidance for conducting oil spill preparedness and response operations in accordance with the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC Convention).
The publication has been developed by the International Maritime Organization (IMO) to support authorities and emergency response organizations in their efforts to plan, coordinate and implement effective responses to oil spills at sea. Good coordination and international cooperation are crucial to reducing environmental damage and limiting the consequences of major pollution incidents.
The manual describes how emergency response systems can be established and further developed, as well as how oil spill response resources can be mobilized and used effectively during actual incidents. The publication provides guidance on the organization of efforts, management of oil spill response operations, communication between involved actors and coordination of national and international resources.
The Operational Guidelines on Oil Pollution Preparedness, Response and Co-operation are used by environmental authorities, coastal authorities, port authorities, oil spill response organizations, offshore operators and emergency responders around the world. The publication is also an important tool for training, exercises and the development of national emergency response systems.
The guidance includes risk assessment, notification, operational planning, response strategies, resource management and cooperation between public and private actors. It also describes how lessons learned from previous incidents can be used to strengthen future preparedness.
The 2016 edition builds on international experience and recognized best practices in oil spill response. The publication serves as both a reference work and practical working tool for organizations that want to improve their ability to respond to oil spills in an effective and coordinated manner.
