Procedures for Port State Control 2025 (2026 Edition) provides guidance to port state inspectors on conducting inspections of ships and contributes to the harmonized and consistent application of port state control worldwide. The publication supports efforts to ensure that international maritime standards are implemented and enforced in a uniform manner.
This publication describes procedures and guidelines for port state control inspections and serves as a key reference for port state control officers and others involved in the oversight, compliance, and enforcement of international maritime regulations.
The 2026 edition includes amendments to the Guidelines for the Detention of Ships (Appendix 2), as well as new Guidelines for Port State Control Officers on Security Aspects (Appendix 20).
This publication is relevant to, among others, port state authorities, flag states, classification societies, shipping companies, maritime consultants, and others involved in ship inspections, compliance, and international maritime requirements.
